The new raid lockout changes for Taiwan and Korea adjust the lockout timers for the patch 4.0 and 4.2 raids. The lockout timers for these raids will now reset twice weekly instead of once. These raid lockout changes are being made to allow players to raid more often and get more chances at epic loot drops. Players will be able to down current Cataclysm raid bosses twice a week, accelerating players’ progression.

We are testing these new raid lockout changes in Taiwan and Korea first. Our goal is to expand this change to other regions in the future, but we don’t have anything further to announce at this time with regard to North American implementation.

Just to follow up on this, we currently have no plans to have shorter locks in any region for patches beyond 4.2. We think Raid Finder will be a great way to provide interested players with the opportunity to do a second raid per week.

The twice-weekly lockouts we recently implemented in Taiwan and Korea for 4.2 raid content is not something we’ll be applying to NA or EU realms. This was a test for us to see how it could affect raid participation by changing the lockout system of older raids. With the release of 4.3, the Raid Finder feature will allow everyone to go for additional attempts at loot drops. We’re very excited about the Raid Finder and will be closely monitoring it and how people use it.

I thought you could only earn loot once a week from a boss with the raid finder. Are you saying that we'll be able to do both the raid finder and normal/heroic and get loot from the same boss twice?

Yup! It'll be "raid finder" ilvl, so it's not going to be quite as good as a normal/heroic piece for that slot, but it'll certainly be a help, and better than a sharp stick in the eye.

To clarify you have your Normal/Heroic lockout. Raid Finder has no lockout, you can run it as much as you want, but bosses will only drop for you once a week. So in one week you can go clear Normal, then go clear Raid Finder and get item drops in both.
